The Speaker of the House, backpacking in the Utah wilderness over the holiday weekend, cannot be located- therefore, the President pro Tempore of the Senate is sworn in as the acting president. Two months later, with the Speaker still missing and presumed dead, acting is dropped from the new Presidents title. A radical conservative, he immediately sets about to destroy his predecessors progressive agenda. His opponents are shell-shocked, but investigative agencies believe that the bizarre timing of the three office-holders deaths is nothing more than tragic coincidence.Only Detective Paul Elliot of the Prince George County, Maryland, Police Department thinks otherwise.

He knows that Vice President Douglas Reams died during a sexual encounter in a rural motel the night of May 30 and that his Secret Service protective detail was involved. However, Elliots only witness dies the very next night during a presumed armed robbery at the motel. Contrary to the prevailing official judgment, Elliot believes her death was really a contracted hit. His dilemma is how to proceed with the investigation of a crime that others, including his own chief of police, do not believe occurred and when there is virtually no evidence to support his contention that it did.Elliots solution is to create a phantom investigation to provoke the guilty into careless, critical mistakes.

This effort includes an online blog for anonymous tips and accusations, and fictitious characters: a mysterious and brilliant Sikh detective, a clairvoyant fortune teller, and a little old lady adept at public snooping.In September the bodies of the Speaker of the House and her two sons are found by hikers in an isolated southern Utah slot canyon.

The discovery of their murders gives impetus to Elliots investigation and connects him with Sheriff Jim Oden of San Juan County, Utah. Slowly their various dragnets, in Utah and the nations capital, close in on several rogue Secret Service agents, their free-lance accomplices, and the nations First Lady. DNA testing confirms that her baby, born exactly nine months after the Vice Presidents demise, was in fact fathered by him. The truth of the childs paternity and the First Ladys duplicity cause the President, in a moment of panic, to shoot himself at his desk in the Oval Office.

There is some suspicion, however, that his wife killed him and attempted to make it look like suicide.The novel ends with a new president and vice president in place and indictments issued for the conspirators. Detective Elliots consultant in this investigation (also his sweetheart), is caught in a cross-fire and killed during the final shoot-out. This unbearable personal tragedy incapacitates Elliot for weeks.

At the very end, however, his rebirth begins, triggered by a fishing invitation from his old friend Sheriff Oden.
